If you have trouble finding suitably luxurious favors inside budget then why not make your packaging the luxurious element instead? Give candies as favors which are cheap to buy and are popular with guests and package them in handmade boxes, aluminum tins, silk bags or even small ceramic boxes or decorative tins which you can often find in dollar stores. Add some ribbon, handmade tags and other pretty embellishments to finish the look.
